Feds have been in my area for several months now, trying to clean up after major tornado, but they still haven't finished. Damage wasn't even that major but they're just retards.

Coast guard receives some training, but not any major disaster relief training. But main reason they get deployed is because they are best at setting up field hospitals, the main people that get deployed are people that are doctors and such, along with soldiers to prevent looting.
