I went to italy and butchered it for a good long while
I don't know why someone wouldn't, it would be really annoying not being able to read signs or ask for directions
Some might get annoyed but overall I think they appreciate the effort. It's better than just having the arrogance to assume everybody speaks English

i wish i could learn a second language. i've tried learning some languages but without people to speak to in person in that language and/or an environment where you're surrounded by I just can't get anything to stick.
the only language besides English that has a significant presence in the US is Spanish and i just don't have enough interest in the culture/media of Spanish speakers to bother with it. so I guess it's my own fault. I suck.

Well if you're an American you don't really do that as much because Europe is about a days flight and the nearest place where they don't speak your language is either Quebec or Mexico.
I'd say it's not worth the hassle. You can learn a couple of greetings (that makes people smile and makes them feel nice) and that's it; there's no need to go any deeper than that unless you're moving there for a long period of time, or even permanently.
Besides, most people in Europe are extremely considerate, and will immediately switch to English for foreigners if it sounds like you're trying too hard in their local language. We also converse with other Europeans that happen to come in our country in English, so an American not being able to talk in the local language isn't going to be a surprise.
It's a worldwide language, no one's going to think you're selfish or anything if you continue using it when you're visiting abroad.
I hate that Russian tourists still insist on using Russian, though, it's a pain in the ass.

I'm not so sure about the rest of the Germanic languages, but people in the Balkans value German a lot - though most likely because of employment opportunities.
If you look at the stats, German is trailing right behind English in Bulgaria, and all of the former Yugoslavian countries.

Funnily enough danes often get angry when you switch to english, since they can understand us but we have a harder time understanding them because of the ceremonial baked potato they store in their gullet.
