Literally everything in that excerpt explains it. Eliminating scarcity and making (high volume) acquisition more efficient. Also giving clients access to IPs of varying specialties without having to go through multiple providers, for example if you needed IPs in Brazil you can interface directly with IPSX instead of haggling with a bunch of ISPs local to that area.
