When storage is cheap (because txs are too cheap per byte), the blockchain will get too big with only a small volume of transactions (compared to visa). Let's for arguments sake say that the blockchain has become 100 TB - it would be impossible to achieve decentralization as intended by Satoshi with the blockchain being that size. Unless you're rich enough, you wouldn't be able to download the full node in good-time whilst still being incentivized (profitable).

There is no minimum size restraint on blocks and transactions. However, due to the nature of blocks and transactions, there is a practical minimum.
The smallest transaction I can think of is 61 bytes. It is a transaction that spends an OP_TRUE anyonecanspend output and creates 1 OP_TRUE anyonecanspend output. The smallest block I can think of is 146 bytes. This is the 61 byte small transaction + 4 bytes for block height in that transaction + 80 byte block header + 1 byte for transaction count.
Currently the average is around 83 kbytes. Max so far is around 5MB but it's an outlier. Since 2009, the entire chain is only 159 GB.

Then I was very angry, but now I'm thankful, because it took that wakeup call to make me realise how bad things had become, and just how much of a toxic piece of shit segwit was when I studied it in detail. Before that point in time I had been far too trusting of core, for much the same reasons I imagine everyone else was, they have much the same demeanour as typical linux devs, who are pretty benevolent and well meaning.
