For almost every culture, fair skin has always been synonym with upper class, as a lack of tan implies one isn't working outside, like the lower class. Among the whitest looking Europeans though, it changed since last century, and having a light tan implies one has the time and money to not work and slack off outside or travel. Obviously it's not really the case in most other cultures as people don't have skins as light as those Europeans so the original mentality of fair=upper class still naturally dominates.
For the example of the fair skinned Europeans, it just shifted to fair=wealthy, which is pretty much the same idea.
