Dude, times when only USA and Russia could have nukes are over. We enter new era of multipolar world, and from now on every country on this planet will contribute to the global system of balance. USA is too weak and too bankrupt to play a role of global policeman, while Russia deteriorated from second biggest empire in the world into a rogue state with nukes. It is rather hard to avoid nuclear proliferation in such circumstances.
