This being that the IQ always stays at 100, no matter what. So if intelligence increases they have to make the tests harder, which they do every decade or so.

A person with an IQ of 100 in 2018, would probably in the 130s+ in the victorian era.

They can compare the data to old data that used to qualify as 100 (or average)

So people are, on average, doing it slower now than in the past

Especially within the framework of time and the ever-evolving means of measuring intelligence.

tldr; we're not sure if we're getting smarter or dumber as a lot of that depends on your definition of intelligence. There are numerous conflicting studies. For exaple our abstract thinking (as a species) has prevailed over associative thinking as a species.
Our reaction times to unexpected stimuli has increased while our in-depth thinkining has increased.
Now the genetic/statistical side of intelligence over time is extremely convoluted and complicated. So I wont go into that.

It isn't bullshit. It's been fine-tuned by psychology researchers for almost 100 years now, since its inception. They strive for context neutrality and getting as close to gauging g (general intelligence) as possible. It is highly correlated to income and happiness.

People who try to hand-wave IQ away as meaningless due to whatever insecurity they have with the system are about as bad as those who preach it as gospel. It is a useful tool, as useful quantitatively as we have in psychology.

Not surprised honestly. Poor people tend to have less educational achievement, but also have more kids. Rich and highly educated people tend to have fewer, although I personally know many exceptions

First of all the snippet you're looking at isnt based on IQ scores. It's based on reaction times misinterpreted as and coverted to IQ scores.
And IQ scores have been on upwards trend since pretty much forever.

And this is the problem with IQ tests. We've been getting progressively better and better at them. This might have to do with our education and the way we contruct these tests and learn fron them rather than our intelligence.

We've been getting better because education and health can lead to a demonstrable improvement. Naturally a malnourished and/or neglected individual isn't going to be working at their full potential. But the Flynn effect will hit a wall as it has diminishing returns, humans still have a natural limit and the old evolutionary pressures that used to exist and cull out the stupid/weak among us don't apply anymore.
