In a word, no. I do, but most young people don't. And the old people don't really either, they may know Russian and may be familiar with classic and Soviet culture, but not so much modern one.
To watch a modern Russian TV series or TV shows,news, anything you basically have to use torrents (for movies and such) or at least youtube (for news, pop songs, and so on). There is no Russian presence on Bulgarian TV.
