Israel did not annex West Bank nor it did annex Gaza Strip. West Bank is divided between PLO and Israeli control. Hamas took over the Gaza Strip from the PLO in some sort of a small civil war in 2007.

Because a Palestinian country wasn't always a thing. Jordan annexed West Bank by itself in 1950, and lost it to Israel in the 1967 war. Jordan let go of its claims to West Bank only in 1988 and only several months later the PLO declared a Palestinian state in West Bank and Gaza Strip. The settlements started to be built-up quickly after the 1967 victory.
So is Israel planning on retrieving them from the PLO, Hamas or whatever group that claims the regions?

It is indeed very confusing, and I am not certain if Israel has a concrete strategy. It seems that right now Israel does not wish to topple the Hamas regime in Gaza, but to contain it. It seems Israel enjoys the Hamas-PLO split, as it decreasing the chance of a unified Palestinian State coming to be.
As for Israeli policies in the West Bank, some factors in Israeli politics with to annex some of the territory and others prefer not to, at least now.
BTW the status of the West Bank is not very clear. Israel claims it to be Terra Nullius. I am not sure what is the international law's stance on this, if there is any.
