They have their own cheese production of course. What I have read is that the quality isn't quite the same. So people with money don't really have anything other to stop them from buying finnish products except the importing ban. That creates a situation of people willing to take a small risk of smuggling and selling it with profit in russia. I can not imagine the profit being very good or it would really be a good business, but still.
