The Ancient Macedonians were not Greek as far as we know. They were not accepted as Greeks during the classical era or at the time of Alexander's conquest. We don't even know what type of language they spoke, it may have been a non-Greek language. There's not much to go on about the average person but they did have a ruling class that did adapt Greek as a language and Greek habits. However they also had non-Greek habits that outed them as non-Greeks such as the drinking of unmixed wine. It's not dissimilar from aritocracy adapting foreign customs and langues. The English nobility did it, the Russian nobility at one point spoke French and had French habits. When it comes t our sources the Macedonians are generally are seen as non-Greeks and outsiders. Their rulers claimed to be Greeks but these claims were sometimes rejected and very controversial.

Isokrates, a prominent figure in pan-hellenism, is stating that Philip II of Macedon is a Greek who sought to rule non-Greeks because Hellenes are not accustomed to be ruled by a single man. Of course Isokrates lines could be seen as trying to flatter Philip II to get him to stop attacking Greece and focus on the Persians instead, he's trying to make him feel like one of them. But it can be seen here that Isokrates does not consider the Macedonian subjects as Hellenes but he's willing to say their rulers are. OTOH you have Demosthenes who was rejecting any of that and trying to perused the Athenians to fight the Macedonian invaders tooth and nail.

In the end Philip II of Macedon and Alexander III of Macedon created a puppet state in Greece that was subject to their Macedonian overlords. In order to try to appease the pan-hellenic faction, among other things, they set their eyes towards Persia.

Greekdom and its history isn't just the early city-states, in fact it has far less to do with those city-states than Alexander's empire (who ushered in the Hellenistic period throughout the Mediterranean and Asia, mind you) and the Byzantine Empire even if Greeks like to gloat about their ancient history.
