He's right though, Bavarian parliament elections are coming up in October and the CSU wants to appear busy and tough because it's on the brink of losing the absolute majority of votes in Bavaria and being forced into a coalition for the first time in its existence. They're making a big fuzz right now but apart from well intentioned declarations or postponed actual decisions nothing will ever come of it because it's not in their interest to bust the governing national coalition they're a part of.

Macron had one chance to stop US tariffs and blew it. He could have flown into Washington and lobbied our Congress against Trump (not hard when our politicians love him) but chose not to. He could have used the US tariffs to force Germany to pay 2% into NATO or go the other route and demand an EU Army.
Instead he's just accepting all the blows like Trudeau has with Canada.
Because now Italy now has a compromise populist government that would go full Itaexit if another wave of migrants came in. Germany has found the high water mark of what Italy will tolerate, if they get any more migrants then their ruling coalition will collapse and force new elections where migrants and the EU would become the dominant issues. Merkel knows not to gamble with this hand so she's backing off while she still can.
It's not going to last much longer though, the EU's house of cards is only barely standing and a larger US-Sino-EU trade war will shove it right over. Trump is the one pulling the trigger on this and the EU has no option but to take it because German voters still refuse Eurobonds (the only thing that could plausibly save the EU, migrants or not).
