Because those building are in the same state since 1945 and gov and that was the only district of warsaw that mostly survived the war and didn't turn into a complete rubble. You can see literally the holes in buidings when you are in Praga Północ

The gov was too busy rebuilding warsaw and the disrict was gradually over time being inhabited by the low lifes and alcoholics.

Today there is a pat, because it's actually cheaper to destroy the whole street and build new object, but at the same time they are protected by law, the people still live there and praga was generally the least topic in most of warsaw problems.
