Hoover, contrary to popular belief, actually did attempt to reverse the Great Depression. He passed Glass-Steagall, for instance. It's just that he started to try to fix things too late (he initially assumed the depression would resolve itself).

Not exactly true. The Constitution never forbade women from voting; prior to the 19th Amendment the legality of it was left to the state and local level. About 30 states in 1919 already allowed women to vote, the amendment just mandated it nationwide.
