In Chinese it means anger, so probably that. It may have been used a long time ago in Japan though.
Sport with, tease, ridicule
嬲(naburu)=Play and hurt.
By the way, 男(otoko/dan/nan)=man.
女(onna/nyo/jyo)=woman.

The one you posted means something like the roar of thunder, but I think it's a Chinese one only
