As long as it's not a dictatorship shithole, the people choose the government and the government is justified if and only if its citizens voted for the government of their own volition. So basically, most times we don't have to differentiate between them.

That much I can agree with. We adopted and keep democracy not because it's just the best and greatest choice but because it's slightly less worst than other choices. I don't think there would be a political system where everything works well according to justice and logic of efficiency and where all the members can be happy. It's a paradise in a paradise.
