The art director for the game was Bulgarian and there a couple of signs in Bulgarian in the city, for example ЦИMEHT.

Sofia, Bulgaria is where the art director is from so that's the most commonly accepted place.

There's no specific location. Just Eastern Europe.

i thought it was ukraine? that guy who gives you the rpg is called "Odessa". in that sort of society, perhaps they call authority figures of the resistance by the region they control. the name "odessa" could simply just be a hint that it's in ukraine as well.

the location was meant to be vague but...
I assume it was bulgaria because there were newspapers scattered about in the litter on the streets that had headlines written in bulgarian and there were a few buildings with bulgarian writing. Not to mention highway 17 I believe is supposed to resemble the drive along the highway of the black sea not to mention you see yugo cars scattered about which were only common in the balkans as far as i know

Could have sworn it was based off of Odessa in Ukraine. But I think in general it's just "dystopian Eastern European city".
I'd imagine Russian (Soviet) cars were rather common throughout the Soviet bloc.

damn that really doesn't help much.
The left map looks like it could come from croatia or greece as I used to live there and their coast line was jagged with islands and with fjord like areas. The right map doesn't resemble any place in particular. Maybe like Varna where there is a body of water cutting through the edge of town that feeds into the sea
