No, these are not PE uniforms, there are the standard school clothes across all of China. Of course there are exceptions, where some Chinese schools (usually expensive private schools) emulate Japanese uniforms; but most use jumpsuits or track suits.
This comes at a time when the Abe administration is attempting to placate Japanese businesses who are demanding an increase in the number of guest workers from other Asian countries (China in particular).
