From the very beginning the European Union was set out to become a political union from the very beginning. There is no conspiracy going on. The myth that the EU was only planned to stay an economical union is a myth peddled by eurosceptics. The founders of the EU's predecessors were very explicit about this.

The EU still is an international organization comprised of single member states. So it's better to compare it to other international organizations like the UN for example.

There's a fundamental misunderstanding in play here where you falsely assume that economics is not the most critical aspect in society. Politics ultimately traces back to economics, to WEALTH and the power derived from it. The EU was always 'secretly' (but mostly openly) about redefining Europe as a market, an economic zone that adheres to economic logic. This is the source of uneasiness whenever EU grows stronger. The european peoples are being transformed, not into 'european citizens', but into economic subjects.
