It was a soviet habit, novadays people usually don't do so.
There were three reasons why people were doing so:
1) Carpets were expensiv, so people wanted to put them somewhere where people won't step on them and damage looks of them, and where people will be able to see them.
2) Better sound-protections, cuz walls were often thin.
3) You can lean against the carpet on the wall and it will be much softer and warmer than if it was just wall.

I don't think that we got that habit from turks. We had like 500 years of contact with Turks, but we began to put carpets on wall only like in 60's and stopped doing so in 00's

Those are traditional Persian/Central Asian carpets, they hang them on the walls, too. And since Central Asia was a part of USSR, it got popularized in other soviet republics.
They were also used as insulation since soviet apartments have shitty thin walls.
Having to wash and vaccum that whole room seems like a pain.
Why do Russians have such a bad taste? Painting your walls with a single colour is not an expensive option, and it would immediately improve most these flats.

Probably has something to do with heat insulation. If you carpeted all your walls your room would probably stay warmer for a longer period of time. Thus, it's cozier and you have to spend less money on heating.
Just Russians and their kin. Bulgarians are just as confounded by this as you are, but like it's been pointed out ITT already, there were legitimate reasons for doing this.
It's for sound insulation, not heat. We have centralized heating here, and it's cheap af.

Yes. So that's why it's cheap, but not very good. They turn it on late October and turn off in April, but it's not fucking enough, it's already cold in October and still cold in April. Also they've accidentally turned it on recently in one of the sities, so people had almost died cuz it was 30C outdoors and 40C indoors.
I wish we were able to control our heating and turn it on and off when we want.

They are warming water out there and sending it to the entire city through tubes.
So, this warm water flows through tubes and fills the radators that we have pre-installed in our houses, in every room (picrelated).
Those radiators are getting warm and make everything around warm as well.
When it's time to turn off the heating, they just stop sending warm water.

There's centralised heating in Bulgaria as well; some people are opting out of it since it's not effective at all, but at the same time, they're kinda expensive and people feel like their pockets are being gouged out of money.
