When the time for secondary education or finding a job comes they're not handicapped (or at least are to a lesser extent) by their lack of profficiency of the state language. It also does not mean that they are prohibited from learning polish in school, if they choose to do so. I think it's the same in Latvia.

Any EU member states shares a lot of cultural treats with each other. Pretty much being fully open to market economy, having some ambitions and goals (russians in baltic states lack that), a desire to achieve something and to make something valuable and something to be proud of out of yourself etc., all those things are parts of EU and western culture. And the language itself of course.

Also those russians living in baltic states lack any culture AT ALL (well, modern russia pretty much lacks it too), so learning and adopting to some actual culture would be an improvement no matter what.
