It's fucking cold, the only people who live there are loggers and miners like the rest of Siberia. There's also piss all for roads and only 1 rail line. Kamchatka itself is too mountainous to really establish many roads or rail lines meaning the only access is by sea which would isolate it from the rest of Russia
