It's part of the plan to centralize immigration policies of the EU countries. They are trying to get one immigration policy for the whole EU. Then countries are given quotas, and refugees are flown straight from the centers to their destinated countries.

The people disagree strongly but our politicians really want immigrants and they are trying to increase immigration in any ways they can. It's the number one thing they are concerned about at the moment. You have to remember that.
