For leveraged ETFs, the company offering the ETF is doing the leverage. All you have to do is buy and sell the shares.

SPXL and SPXS both track the S&P 500, but in opposite directions. If the S&P 500 goes up 1% in a day, SPXL will go up 3% and SPXS will go down 3%.
