It should just link people to a decent (free, online) guide covering the very basics of the language then tell them to go read and listen to stuff for adult native speakers in the language after that, with some sort of note explaining that, yes, it's supposed to be difficult at first, and no, they won't be fluent in 3 months.
It could also provide links to useful tools which make reading and listening easier (e.g. the Yomichan browser add-on in the case of Japanese).
Fuck textbooks, Duolingo and all that other waste of time bullshit.

All I know is I wasted a shitload of time reading textbooks and other grammar resources, thinking that was the way to learn languages, and I got nowhere. I still couldn't even read basic shit for kids. Then I threw the textbooks away, didn't even use them as a reference, and just decided to start reading native content for adults. It was brutally hard at first but now I can understand a lot and have been able to have conversations online with natives every once in a while, no thanks to any fucking textbook or grammar resource.

a grammar resource is exactly that, a resource. it's there for you to REFER to, not rely on. of course you're not going to be able to read a grammar textbook and then understand the language just from that. you can't study a language that way. you have to use it, converse with and learn from other people and gradually decipher the patterns and try to predict the proper way to arrange everything through a shit ton of exposure.
for example, you could learn all the verb conjugations of a language inside and out, but you're never going to get a sense of how they actually work without actually using them, seeing them in use, and fucking up a ton. but a grammar textbook is still important because it explains logic behind those patterns, thereby informing your efforts in learning how to recognize them and use the language properly. obviously you're going to learn mostly from actually using the language, but a grammar textbook is there to explain the reasoning behind the patterns you uncover so you don't keep making the same basic mistakes forever. it's the foundation of your developing internal structure of the langauge.
basically you compare what you learn through exposure with the information laid out in the grammar reference to make sure you're on track
