Public schools in ghettos of LA enforce uniforms because there's a lot of gangs and we don't want kids getting harassed by gang members just because they wore an article of clothing that is a certain color.

some private schools have uniforms; especially catholic schools. public schools generally don't. if a public school has uniforms, it's usually to stop kids from wearing gang colors; and they are usually unflattering cheap unisex clothes (no skirts).
