The violence should still decline considerably. Cartels would basically be reduced to a smuggling ring, most likely not even making their own drugs anymore but instead getting hold of the commercially available drugs in bulk and trying to smuggle them into the US.

Maybe the US-Mexico border region would still be dangerous, but I'd imagine the rest of Mexico would become much safer. There'd really be no reason to fight over turf anymore (except maybe near the border) if Mexico itself was no longer a viable market for their product.
