Yeah they picked 50 people for the first week and I think its 50 for the following two weeks and 100 more for the last week of May. After this it should be open to anyone.
For the beta you need 500 IGNT to be accepted. The required IGNT for the public release should be much lower.

Index value of 2.1k ETH means that users will rate coins or ICOs and 1% of the index will be invested in the highest rated. By participating in the rating you get a share of the profit when users vote for the index to sell.
Your share of index profits depends on whether you participated in a particular rating and also your own personal repuation/ IGNT holdings which act as profit share multipliers.
The account you use to rate assets remains anonymous to prevent collusion or someone trying to ruin your rep.
Potential red flags might be lack of other exchanges and its current value below ICO means some ICO buyers are waiting to sell.
