Rarely do they make anime characters based on race,you end up seeing two characters share the same facial traits even though they are from different races.It depends on the artstyle aswell.If a japanese character has blue eyes and blonde hair you just have to take it for what it is even though you know that the only way this combination could be true is if the character in question is using colored contact lenses and dyed hair.
