Yes in Parity create a transaction then enable "send at a later time".
You can time it by hour/minute or by block number
If course you'll need a Parity node.

You can, I was told I needed to use a VPN. Theres a free google chrome extension called setupVPN because you arent supposed to be from the States. Ill just pick Canada or Mexico, wont be an issue.

To be honest I think they are oversubscribed, Im not sure if reddit or twitter followers matters much when it comes to crypto projects. I can understand for bigger projects those can matter but this is only ~ 8 million market cap.
