Sounds like something a Scandi would say. First of all, "poor" is not synonym of ugly. There are poor cities that can warm your heart and give you impressions you will never forget. Second, the people who live there are not necessarily poor, they just don't care if their terrace doesn't look elegant according to western/American standards. Many Sicilian and Calabrese cities have been like that for centuries, and yet the population was rich.
