I never mentioned that in my greentext about his technique, in fact his ability to shoot while driving is impressive.
The reason I mentioned it below, is the current debate about US patrol cars having more than one cop in them (primarily to avoid officers being outnumbered/overpowered when responding to calls) and because this is a case where having one cop shoot and one cop drive would have clearly been preferable.
Not only would the cop have been safer but so would anyone else on the street at the time. Driving whilst trying to shoot is difficult, like you implied and hence dangerous too.

1. Both hands off the wheel mid-way through an intersection of two-way streets, wasting bullets at an almost impossible shot.
2. After having shot the majority of his magazine's bullets he finally shoots from an effective position - you can tell all the previous ones were wasted because as soon as he shoots from this position the suspects are hit and swerve.

Cops are taught to use their car and others for cover and their patrol cars often have some sort of armour/ballistic glass. He should have parked the car with its nose facing left so he can observe them but still have the front of the car for cover as he exits.

Had he parked the way I described he could have reloaded from a stable seated position, within the safety of his car.

5. Finally, he stops to shoot at the suspects in the car in clear view of the terrace that the fleeing suspect has just run up to. There were multiple cop cars involved in
the chase and as you can see from the video there are already multiple cops at the scene so he has literally no reason to rush to the side of the car and shoot.
Conclusion: As our morbidly obese friend suggests here the cop most likely made these errors due to losing his cool and being scared or on an adrenaline rush due to the shoot-out. For the average person like you and me that is to be expected. For a cop working in a large American metro PD, this is sub-par and shows that he's not been trained correctly. I'm not saying he's a bad cop or an idiot or anything like that - he just clearly lacks the experience or the training necessary to take the right decision under stress.
There's plenty of videos on YouTube of US and UK police with better training handling situations better and if you really want to see people acting calmly under WAY larger stress and threat all you need to do is watch a couple of SF videos on FUNKER530 or Military Archive.

Well the suspects shot at the pursuing cops multiple times so that pretty much allows/necessitates the cops to shoot back and I'm sure it's legal in most countries.

Multiple patrol cars, chasing an SUV with multiple suspects inside, in a residential area.
Instead of Rambo-cop running up to the car you can see how far away the shoot-out takes place and just how cautiously they approach the SUV with actual armoured vehicles once it's been closed in - only to find out both suspects are dead (kek). The cops here take advantage of their numbers, the protection of their vehicles and their equipment, makes for a more boring video but it's the right way.
My favorite thing about bodycam footage is it proves in 99.9% of the cases that people would previously have complained about 'police brutality' that the police were responding appropriately and making the world safer for the rest of us
There was even a case where some parents pulled the 'dindu nuffin' approach when suing the city and blatantly said they do not want to watch the bodycam footage because they know their son dindu nuffin.

They don't seem that common. Years ago I saw one and it was fucked. I was smoking a cigarette on my front step and this guy in a truck drove by doing at least 100 km/hour on a narrow downtowns street. A few seconds later 3 cop cars drove by in the same direction. I read about it the next day, dude ended up flipping his truck and got hurt pretty bad.
