You can carry like 5 gr. Otherwisw you cant buy it or sell it or smoke it. People dont card tho,at least in my town.

No it's illegal but if you get cought with only a small amount for the first time there are no charges and you can get a license for medical Marihuana from the doctor if you have cancer, psychological problems or stuff like that

Weed has been used as medicines since long ago because it has anesthesia and analgesic effect, so I think there is a possibility of using weed as medicines in the future
However, in Japan, even places where we can smoke cigarette is decreasing, so it will not be used weed as a preference item
