They still chose to drink or to take a hit of heroin or smoke some crack. Just like a fat person is not fat because its in muh genes, they're fat because they ate too much unhealthy foods.
Its a sad fact that many drug addicts are mentally ill or come from broken homes but the reality is only so much can be done for them. In the past these types of people would be locked in mental institutes but people thought that was inhumane so now they roam the streets and get into trouble. We can try help them get out but really theres only so much you can do to help a heroin addicted, mentally ill person.

I don't think anybody has denied addiction being a mental illness.
Coming from someone who works on health in a public hospital, I can tell you that there're plenty of patients who you simply won't be able to help, even if you have therapy groups, shelter, docteurs and such working with them. And in such a densely populated area like NY, it's only natural that these people will concentrate around areas where they can get food and shelter.

And yeah half these people come from broken homes but what can be done? Did they get a fair start at life? No, but at the end of the day they made the choice to do drugs, others in the same situation didn't. I know people with alcoholic parents or with aunts and uncles that died of heroin addiction. That doesn't mean they automatically became them too its not like I've even said services or anything should be cut for the homeless or drug addicted, I just said that theres only so much that can be done before you would literally have to force them to go to social programs
