that's because turtles are cheap. certain tortoises on the other hand are more valuable. some of the most expensive tortoises (ie egyptian-tortoise) are over $800

I’ve made good money selling baby tortoises to TCM practitioners (traditional chinese medicine). As you know it’s labor intensive during the hatchling stage, but 2 weeks after they hatch they go straight into the grinder. It also helps to know mandarin to establish business contacts, but my wife helps me with that. I usually get $200 for 1oz of baby tortoise.

there is a reason for that. They are endangered species and you are not allowed to keep them. It's a criminal offence
In case the government catches you they will be confiscated.
Another reason can be that they are the type of animal that lay eggs like once every 5 years.
