I don't see why Jbonds couldn't be traded freely, in fact that's essential to their purpose if we are to have arbitrage, and only need KYC when converting to FIAT.

Yes, they will be able to clear jBonds. As will other licensed financial institutions who choose to do so. Other non-KYC compliant exchanges like Binance will not.
