It does, at least for where I live. NYC Union jobs, they hire as many minorities as possible and will dven disregard arrest history specifically for minorities. You get bonus points on the exam, AND are given preference over whites of the same grade. They publicly brag about how many minorities they have hired, and how they are over 50% minority now.

It actually depends on the size of the company. Bigger companies are more likely to have HR departments that enforce diversity quotas. Smaller companies are more likely to operate on smaller margins and can't afford to play around with feelgood diversity ratios and depending on the type of company will gravitate to races with higher IQs.
