Statehood won the last two status referendums. Congress just seems to not care about it. Their referendums don't mean shit officially to congress, but they're a tool to let them know that they want to have a federally sanctioned plebiscite which is final and decisive. Why it hasn't happened despite PR's opinion against colonialism? Congress doesn't care.
