Sorry user, I couldn't find a shipgirl version of any of those ships. I could draw one for the Botafogo, but the computer that I tend to use to draw autistic stuff is not working by now.

In some of the lesser fleets yes, but Whitney and Blue Ridge are in charge of the major fleets 6th and 7th respectively. The exception being 5th fleet which has a carrier in charge, but they just have to deal with the middle east

I was thinking of national flagships or flagships of the fleet, which are often just ceremonial titles that belong to our biggest and baddest vessel.
