The majority of Icelandic emigrants emigrate to other Nordic countries (primarily Denmark, Norway and Sweden) for education and work as it's very easy for them to obtain citizenship in these countries. 99% of Danes, Norwegians and Swedes don't understand Icelandic, so if they want to find a job and integrate in the country English is not going to cut it, so they learn a Scandinavian language. I don't understand how you come to the conclusion that an Icelander would be better off learning Chinese or French.
