I don't know about Rosario. Their crime metrics went to shit years ago but it's still salvageable and is one of the three economic powerhouses of the country along with Cordoba and Buenos Aires.
Probably some no-name Formosa or Chaco or Santiago del Estero city with 90% of the people living off public jobs because they can vote for populism for 50 years straight, the richer provinces throwing money at them expecting to improve.
