Actually there are. Estonia is so small that rates of "x per million" can be pretty brutally screwed by numbers that would barely scratch the error bar in other countries. 467 HIV cases per million in Estonia means roughly 607 cases in the whole country. Just one rough neighbourhood in the entire nation can make the stats skyrocket.

Buryats are essentially Mongols, so their IQ ought to be pretty high. But IQ is actually not always enough to predict crime rates - it is a major factor, but it's not everything. In fact, Russia pretty much doesn't have any low IQ populations at all, yet it has historically been a savage place by European standards. I think this has more to do with the degree of genetic and cultural diversity and the often repressive, divide&conquer methods used by the government in Moscow than natural tendency towards crime.

Then again, pretty much every people in Russia has a long and storied history of warfare, so that could also be a factor.

It's less about who was sent here, and more the fact that it was mostly either siberian poorfags being imported or conscripts stationed here who chose to stay for the nice beeches and maybe local girflfriends.

I think it's due to the fact that most Russians were from a poor farmer background, came here as low-skilled factory workers and when the markets opened soviet industry was hopelessly outclassed by cheaper, better western goods so everything shut down. In contrast the locals had family ties here, mostly lived in their own households and generally worked in more skilled and less redundant sectors of the economy.

So what happens when the cheap labour that has been imported into a country they have no ties to suddenly loses both the somewhat privileged cultural status they enjoyed and their job at the same time? Often all crammed into the same depressing neighbourhoods? Desperation, poverty - which leads to drug abuse and violence.
