once to four times a year, says wikipedia
because the moon's orbit isn't an exact circle, sometimes it gets closer or further away from Earth. that's when it looks bigger than an usual full moon
the effect is maximized by the horizon though, because when it's up there in the sky there is no reference point to measure it, compared to being behind some buildings
