Competition. If I am not wrong, cartels and other criminal organizations in Latin America try to provoke fear into anything that could be perceived as a threat to their businesses, the groups that are more vicious in this task are the ones that get more benefits. So this basically turned into a competition of who gets to make the worst atrocity first.
I once read that things started to get particularly ugly in Mexico since Los Zetas came into the picture, their vicious tactics made the other cartels to become more violent in response. Then Calderon's government made things even worse when declaring war against the cartels. The appearance of a new cartel that is particularly violent and an offensive from a government are obvious threats to others cartel business and thus they felt the need to act according to the situation.
Peru and Bolivia, main producers of cocaine, aren't this violent because there is no competition, there are no cartels. The remainings of Sendero hold the entire monopoly of the drugs produced in here and them being so debilitated an isolated from the rest from the country don't feel the need to act as violently and instead they use other tactics in order to move drugs from a place to another.
