Mozilla can support it as it is financially beneficial for them, Google on the other hand wouldnt as they would be disrupting their current revenue stream. Many shareholders would be upset if they switch to BAT/similar system.

I think shareholders would be more upset in seeing Brave taking chunks of Chrome's market share, which it will do even more aggressively if Chrome blocks the BAT extension.
