All of this is numbers and letters and stuff. Even if it were just plain ascii data you could base 64 encode it before uploading, but actually transactions can have raw binary data just fine.
Entire idea is kind of stupid tho, it's like saying if you emailed cp to someone then they're liable or the relay chain servers are liable or whatever. It doesn't make any sense. In practice actually it would just be useless data on the chain that nobody would ever try to access.
