Definitely no. Russia waged wars against each of its neighbours at least once (in 90% of cases Russia was the victim of an attack), Russia had been literally occupied by Mongols for many many years, it has shit climate, most of its lands are not arable and covered with swamps or snow/ice, the peoples that live here are all quite primitive and naturally unintelligent. Russia was a failed state since its inception.
