It's definitely pretty run-down, even if you were to compare us even to Croatia and Turkey, and not to the UK, or any other West European nation. I think it's alright to face that.
Though we've been making a bit of progress in the last decade or so - the financial crisis put a damper on things for a while, but things have been picking up steam. I've no idea as to the extent they're doing it over in Sofia, but my home town of Burgas has been growing more and more pleasant to the eye with each passing year. Maybe still run-down by western standards, but a little less run-down than it used to be.
Please. It's not entirely uncalled for to call things run-down. If he really had a bone to pick, and he wanted to be rude and insulting, he'd write a lot more than that. It's just curiosity.

Sorry if it seems rude. I have said the same thing about Russia and the response was that Moscow isn't, even though it still looks pretty run down to me.

We have councils on a municipal basis, though whether they do a swell job with keeping stuff looking good or not varies a lot. It's not really uniform.

If so, it has be a summer visit - arguably one of the nicest times to swing by, too; no matter where you decide to go. Though winters up in the mountains aren't half bad either.
