Take Seattle for example. Your list has their population at 725k, but the metro area is closer to 4m. Seattle isn't even that major of a US city but their urban population is roughly the same as SPB in Russia.

We are talking about cities though. Those metro areas you're talking about are the city + surrounding suburbs + other nearby cities lumped together
