Similar here, in my case it was when they were starting to introduce personal computers in high school and promoting their use in regular classes. You could see all the guys in the class sit behind playing the same game. Good times, I think I almost did no homework/studying during all secondary school. Only video games and some drunk adventures the last years.

It's actually incredible to think how NOT small Vice City feels as a map, considering how tiny it is compared to the following GTA maps. It should really be a case study for that.
San Andreas has the perfect size map IMO, but Vice City is still excellent.
